I know I am not saying anything new here, but when it comes to the police, it is best to use extreme caution! It would probably be best if someone wanted to be topless in public some where, is to contact The Naturist Society and find out where the local nude beach is.
Even if an organized group of women wanted to "protest" so to speak, it is best to contact the proper authorities and let them know what is going on and obtain whatever permits are/were necessary. Avoiding legal problems, court costs and fees, and attorney's fees, is best.
