People wearing clothes often use them for decoration as much as protection or politeness. Part of that is to project an image - many want to project an air of danger (or even just sociopathy[1]), so it's little surprise that being among strangers in a clothed situation can make anyone feel less comfortable then when everyone is nude undecorated.

[1] British term would be psychopath, but in North America a psychopath is generally considered to be movie-style evil.
