Sorry, Mike, but you don't know what you're talking about. Many, many, many things are sold or prohibited due to aesthetics, not safety concerns. Why doesn't someone want to wear a stained shirt? Is it because others will think there's a bio-hazard present? NO! Its because it doesn't look good. Do people look negatively upon a dented car with fading paint because they think its dangerous? NO! Its ugly!
As for the conditions of houses/neighborhoods, I invite you to check with a local realtor, or someone in your municipal offices that deals with such regulations, and ask them what the purpose of limits is. It is not, for the most part, about safety or bugs in yards or whatever you imagine it to be. Of course, you probably won't be persuaded by anything they say either, as you have your brain locked into erroneous beliefs and won't change in light of any objective information. But we can hope.
