I believe there is a difference as to what is legal and what is proper. You may have the law on your side in Texas if you were to go out and do yardwork topless. But I think it would be very crude of you to do so and would make me think less of you if I were your next door neighbor. Perception is reality. So even if you were really a great neighbor, most people would think you were weird if you were a woman and cut the grass without a top on even though you may have the legal right.
This is just the way society is. Go to any American beach and the vast majority of little girls under the age of 7 will have their breasts covered even though they don't look any different than 7 year old boys.
