Actually, it shouldn't have been a surprise that Joseph's loan got reduced, as this is happening much more frequently here now. My mother owns a student rental property, and in 40+ years she did not have a single student back out on the lease. This year, she had two students back out of the lease, saying they got turned down on their student loans. The students' parents (even those who could stay in school and pay the rent) say they have lost their jobs and are struggling to meet essential expenses. A really sad and difficult time right now.
As for another roommate, I trust that Joseph knows how to make those choices!
