Come on Chris, I've seen plenty of them in commercial buildings. It's quite common where you have multiple toilets or urinals. It's efficient and cost-effective to have one big tank somewhere that supplies flush water for each unit. By placing it in a floor above you get more flush pressure from gravity. But I've never seen it in a home where there is only one toilet in a bathroom.
