The US was doing a lot of private negotiating behind the scenes to gather Arab support. The Obama administration doesn't want to appear like George Bush and be too eager to intervene in Arab affairs. Even now, it was French and British planes that began the attack while the US played a low-profile (but important role) of taking out Gaddaffi's air-defense facilities using small missiles in the darkness of night. I think this low-key approach is the smart way to handle this- accomplishing our goals without reinforcing the image of American imperialism in the area.
