Well look at it this way Bob. Let's say ideal temperature is "75". Now a hot summer day may be 95 in Florida- so you need 20 degrees of air conditioning to bring that down to 75. But in the north- the temperature is often down to 15 or below in winter- which would require 60 degrees of heating- three times as much energy to get to 75. So on a year-around basis someone living up north uses far more energy for comfort control then someone in the south. For much of the year I use neither heat or air conditioning.
