      Hmmm, well the "personal safety" theory is interesting, but I'm not sure it holds water. Weren't the '70s a pretty high crime time? Recall the classic vigilante movie "Death Wish" was made in 1974 and portrayed a mugging on every corner. Conversely, if you go back to the 1940s and 50s when crime was low, dress was rather prudish with long skirts and heavy structed bras.
