Air fuel Solenoid

My 89 B2200 is acting strange. It surges and idles rough. I was able to stabilize by disconnecting the vacuum hose to the vacuum sensor. I replaced the vacuum sensor from another B2200. Same surging and rough idling. So the problem is not the vacuum sensor. When running with the vacuum hose disconnected from the vacuum sensor, the fuel consumption is terrible. It burns 20% more fuel. Spark plugs were all built up with carbon.

The other way to stablize the engine is to disconnect the air/fuel solenoid wires. The air/fuel solenoid seems to be inside the carburator but I cannot locate it. Can someone explain how the solenoid works and how I can check if the solenoid is working fine? What else should I check to solve the surging and rough idling problem?
