HELP! Please! Protege Check engine light

I have a 2000 Protege 1.6. The check engine light has been on for some time. Recently I have been having a problem with engine hesitation. It usually occurs on acceleration or while trying to hold a speed. It will start slowing down until I let on the gas pedal for a few seconds then it accelerates almost normally. I have replaced the plugs and wires. I wanted to do the fuel filter but was told it only has a filter in the pump. I dont want to pull the fuel tank and pump at this point. I had the codes pulled and got a code of p1170 (i believe its engine cut off solenoid). I dont know what that is. Any help will be greatly appreciated. Please respond!

I think the top of the flue tank is under the rear seat. That is also where the flue pump is.
