There should be a cable the runs from the electric seatbelt motor to the harness connector. It may be stuck in the corner, just above where it would normally rest while driving. Try taking a flat-head screw driver and pushing the cable back into the track while you have the ignition in the on position, this is because the motor will be trying to bring it back and you'll know it's fixed(with the door closed). Put some silicon lube. on it and hope it doesn't happen again, which it probably will. Mine did it one final time and the cable frayed apart. I had to unplug the motor(you'll have to take the paneling off the inside of the car) and cut the cable that moved the seatbelt, so I could push the harness back to it's resting position, and I can use my seatbelt. I hope this helps at all.
