I have replaced the radiator, radiator cap, thermostat, gasket, have plenty of fluid, fan will start, and have a flow insode the radiator. Anyone have any ideas why it still overheats when its sitting still?

The thermostat for the fan may be the culprit.

Did you check the cooling system for a possible air lock? See "thermostat" question in previous discussion.
