The horn relay is underneath the dash on the drivers side. There were about two or three relays grouped together. I forgot exactly which one it was but it was one of those in that group.
The horn on my 92 323 wouldn't stop blowing. The problem was in the button which is in the steering wheel. Yo can take it off by removing three screws on backside of steering wheel. There are two layers of metal seperated by some foam like substance. On mine the foam was worn in the middle and letting the two metal pieces make contact. I added a thin layer of foam in between the metal layers and it all works great.
Hope this helps,
Randy
