I just fixed a similar problem on my 1991 626LX. Turns out it wasn't the relay but the resisitor block for the blower motor. This is located in the blower housing. On mine, two of the resistors had cooked and caused an open circuit. As a result the forst two setting of the fan didn't work and the A/c didn't work. It's worth a look.
