1987 Mazda B2000, the heater fan only works on 3/4 settings?

I have a 1987 Mazda B2000, the heater fan only works on 3/4 settings? The first two do nothing.... Does anyone have any ideas for me to try? Thanks for any help.

First test the switch, can test at the blower motor connectors.

The heater fan has a blower resistor pack in back of the glove compartment. It is part number UB39-61-B15 for a 1986 B2000.You get it at the Mazda dealer for about $35.
