1992 Mazda 626 LX - cold idling problem

Hello, I've got a 1992 Mazda 626 LX 5 speed manual its got 238,000 miles but not the original engine (this one has about 88,000 on it). When I start the car and it's cold outside, it idles normally for a few seconds, but then it will increase to between 2000 and 3000 RPMs and then suddenly drop down to 1000, then rev back up to 3000, then quickly drop back down.

This happens repeatedly for probably 10 minutes or however long it takes the car to warm up. If I drive the car before I've allowed it to finish its revving up and down cycle, I don't even have to push the gas and the car will drive at around 5 to 10 mph.

Any ideas?
