So called hela leaders and numerous associations are disintegrated and function on isolation to each other.
They have no central leader, Arabagali is opposed by others, Sakai is opposed by others. Agiru is a statesman and has long been a neutral person. Other low-level leaders who frequent the media and completing against each other backed by minority association popped up around POM.
PNG government has seen this and know that giving Hela region a province will in return affect the national government. Besides, caveman attitudes still prevail in western southern highlands.
Hela should never get a province untill beyond 2012, but can only receive it on condition that they prove to the central government that they are capable.
Otherwise, southern highlands should remain one.
