Since when did getting more deeply involved in the economy, growing more of whatever you're producing to sell, etc depend upon who was governor? Government does not create development as much as people create development. You'll see in most developed countries that the people do whatever they need to do to create development with very little if any help from the government. In fact you'll hear people in those countries complain that government has too much influence and needs to be cut back in size. In many developing countries you will see a very active and large grassroots economy that has nothing to do with government. People just do their own thing and prosper with no stagnation as you say WHP has had.
