MPs access cash

MEMBERS of Parliament are “free” to spend their electoral development funds.
Prime Minister Sir Michael Somare has successfully removed a ban placed by the Ombudsman Commission on the expenditure of these funds, which has been abused over the years resulting in many MPs facing misconduct charges before leadership tribunals.
The Ombudsman, concerned about the way funds were being given to MPs to expend without following the proper procedures, issued a direction on Nov 27, 2006 banning the release of discretionary and electoral funds for the fiscal years 2005 and 2006.
This was about the time when MPs, especially backbenchers, threatened to block the 2007 budget, unless they were paid their outstanding electoral and discretionary funds.
Finance Minister John Hickey had told Parliament many MPs had not provided acquittals for their earlier spending, and unless they did, he would not release more funds.
This prompted the threat to block the budget.
It is understood about K80 million was quickly arranged to be released to the MPs.
Concerned about reckless expenditure in the run-up to the general election, the Ombudsman Commission issued to directive to Finance Minister Hickey, Treasurer Sir Rabbie Namaliu and their departmental heads, and other Government figures who would handle those funds, including district treasurers.
The funds were not to be touched unless proper process was strictly followed included District Road Improvement Programme funds, Transport Infrastructure Improvement Funds, District Education Improvement Programme, District Health Improvement Programme, District Law and Justice Programme, and District Water Supply Programme.
A breach of this Ombudsman direction is an offence under the leadership code, and those who violate it face prosecution.
Prime Minister Sir Michael Somare reacted by instructing lawyers to go to court to fight this order. Sir Michael’s lawyers are seeking to have these directions declared null and void, so that MPs can have access to and spend these funds in their electorates.

Grand thief says all MPs are free to steal their rural development funds

Remarkable isn't it. I don't know how much more blatent one of our leaders could be in screaming out steal, steal, steal.

5 years to steal, no more, no less. All the new incoming MPs take their oath in office with that warning strong in their minds.

Cut this posting out and save it. 5 years from now you'll see that we elected another bunch of ratholes and they even begin their terms happy that they can steal all their rural development funds for 5 years and call it fringe benefits.

Why is the Prime Minister trying to call for the distribution of EDF to the MPs at the eve of the election? Is this one of his election ploy of winning support or his stupidity to ruin the economy causing an inflation not planned for in the budget?

One of the lowest thinking animal of a prime minister who lacks sound knowledge about how the economy works PNG has ever come across.He needs to get some clear thinking medicines at Laloki.

K100 Agriculture Recov+K600 New Projects=1/3rd Natl Budget to East Sepik Province!

One third the entire national budget equivalent is going to East Sepik Province. Of course we're assuming there actually is K700 million. I also forgot about the K100 million for the free education for East Sepiks plus other Papua New Guineans too. K100 isn't very much compared to K700 going to ESP alone as that special gift from the Gran Niggah.

K100 million approved by NEC for Sepik Province agriculture resurection.
K600 million approved by NEC for Sepik infrastructure

These approvals were at the recent NEC meeting in Wewak.

My question: Is NEC a rubber stamp or did all those Ministers from the other provinces agree with the Gran Niggah that the equivalent of nearly one third the national budget will now go to East Sepik Province alone?

Friends,

I am ashamed to be from the same province as Somare and all his conmen in the NA.

I have suspected for some time that Arther Somare & Patrick Pruiatch have succesfully implemented a coup within within the framework of the constitution. So technically, we are all living in a country that is just like Zimbabwe, Libya, Burma or Fiji. The only exception is that this was done by masterfully tempering with the constitution.

isnt it like marjority rules? all this stuff going on makes us all feel helpless as people like somare unpick all the framework of what is supposed to be a democracy. its like he doesnt even care about anyone else except himself and his family. please do not vote in any NA members this year...PLEASE!
