Why loan from outside if PNG is rich?

THE government and Air Niuginis commercial deal to purchase the falcon jet as trumpeted could incur extra debts for the already debt-ridden nation of Papua New Guinea. According to the revelation of the financial deal the Falcon would be bought through a loan arrangement with the French Export Finance which has accommodated a five-year loan repayment period. While Air Niugini CEO defends the arrangement and exaggerates its financial deal as having an excellent value. I cant quite understand why the government through Air Niugini would succumb to loans to make the jet purchase if the Chief remains optimist about a healthy financial position. Correct me if I am wrong but as far as my conscience calculates Papua New Guinea is attached to drips of borrowed money and to continue in that financial trend does not do any good to the financial stability of the nation.
