| It's about time the Big Money Man got a kick on his fat ass by the Ombudsman Comm and his being refered to the Pub Prosec for alleged misconduct in office. He shoud be the role model when it comes to the aquittal of funds but yet he preaches to others MP's but he ends up being the main culprit....what a total dickhead! He needs to loose more weight to so he can think properly with his brains and not his stomach. |

The OC really needs to make these charges stick and toss his sorry ass out of the Haus Tamburan and into Bomana where he can end up as someone's prison biatch.

FINANCE and Treasury Minister Patrick Pruaitch has been referred to the Public Prosecutor by the Ombudsman Commission on misconduct charges.
The seven charges refer to 10 categories of allegations of misconduct in office as the MP for Aitape-Lumi electorate. Mr Pruaitch was referred after he failed to respond to the allegations within 21 days after the Ombudsman Commission asked him to do so on October 11th 2006. According to the statement of reasons provided by the Ombudsman Commission, Mr Pruaitch was accused of:
- DOUBLE dipping into support vehicle allowance. The minister is alleged to have received support vehicle allowances while at the same time using a 24 hour fully maintained car.
- DOUBLE dipping into operational cost allowances for support vehicle. The minister is alleged to have improperly received operational costs allowances for his support vehicle while the vehicle was fully maintained by the State.
- IMPROPER receipt of public funds for fuel costs for private vehicles. Mr Pruaitch is alleged to have sought and improperly allowed his spouse and associates to receive reimbursements from PNG Forest Authority for fuel costs his family cars incurred.
- DOUBLE dipping into entertainment allowance. He is alleged to have asked for and received reimbursements from NFS funds expended on entertainments when he was receiving entertainment allowances.
- MISAPPROPRIATION of 2003 District Support Grants. Minister Pruaitch allegedly improperly disbursed the discretionary component and it appeared that he made cash cheque payments to business houses.
- failure to give on time annual statements and non disclosures from 2001/2002, 2002/2003, 2003/2004 and 2004/2005
- failed to declare gifts knowingly, recklessly or negligently gave to the commission an annual statement that was false and misleading contrary to Section 4(6)(b) of the Organic Law on Duties and Responsibilities of Leadership.
Mr Pruaitch, on November 30, 2006, responded to the commission for the right to be heard.
However, documents showed the Ombudsman Commission was satisfied that under Section 29(1) of the Constitution and Section 17(d), 20(4) and 27(1) of the organic Law on Duties and Responsibilities of Leadership, there was prima facie case that Minister Pruaitch was guilty of misconduct in office.
But yesterday, Mr Pruaitch responded that his referral to the Public Prosecutor for possible prosecution before a Leadership Tribunal over misconduct allegations had no substance.
He stated that he had responded to the allegations as required under the Organic Law on the Duties and Responsibilities of Leadership and that any proceedings arising from the same allegations would be defended vigorously.
He denied having committed any wrongdoing.
The OC on its own initiative began investigation into suspected misconduct in office by the treasurer in respect of various allegations, including his alleged failure to give the OC on time his annual statements. |

The laws as they are cannot allow a Leader to go to Prison,unlike the tea-boy who can be imprisoned for taking K2 from the petty cash tin.
It is time we supported a Gov't that wants to change these laws and make the same laws for leaders as for the man in the street.
The worse penalty he can receive at this time is to be dismissed from office and he can even escape this by resigning at any time before judgement is made.
You rejected at the polls New Generation Party who genuinely wanted to make these changes and you put back in to power a Gov't and people who had defied natural justiceand who had spent 5 years making rules to make themselves fatter and richer. |

Meri Wau,
All the government has to do is prosecute the leaders in criminal court, instead of under leadership tribunals. The laws are all there and available to send our pollies to jail. Please investigate more and you will come to understand why everything goes to the ombudsman and to leadership tribunals instead of to criminal courts as we all would like.

I support Meri Wau - you tell me if any of the leaders that were refered to the OC went to prison for mis-using public funds. ZERO!! Waste of money for the OC to conduct all these investigations with no real grounds of prosecuting these Leaders. Read about corruption everyday and yet, the Leaders walk free.
IN PNG THE LAW IS ALWAYS ON THE LEADERS' SIDE.. NO TWO WAY ABOUT IT.

Aye... we live in very interesting times in PNG but very sad times indeed too.
Interesting in a sense that we are experiencing evolution of politics, education systems and an emerging evolving Neo PNG culture (from primitive self subsistance based cultures to a unified semi cash based culture) in the midst of the age globallization, global warming and the ultimate age of IT.
Sad in the sense the all these are cloudened by an envelope of corruption and deceit fromm Judiciary, the military, political heads to religious leaders. And an evolving culture of corruption that is now inured into the modern PNG man and women's psyche. And where is the people's (men, women and children) place in the midst of all these? to wallow in dire poverty and its children of disease, starvation, failed statehood and homelessness? The ordinary PNG people whose care and welfare and resources are held in trust by the "elected" leaders?
Yes, the above writers are right. Within the context of preventing the inuring of corruption into our Neo PNG culture psyche, A civil war, military takeover or a revolution is now overdue.
What with the Honduras military coup... the world has now reached a flash point where organizations such the military who feel they are now the only people to stand up for people's rights are now carrying out military coups... and coups were a thing of the pre 80s era. Its resurgence is a demonstration of the failure of democracy in many underdeveloped countries today.
PNG needs one now...

I haven't seen even the tiniest bit of evidence offered that he has become corrupt. Writing an opinion as if it's a statement hardly makes the statement true.
You who say that he's become corrupt, pull up your socks and offer some evidence please. If you're that certain he's corrupt then clearly you have some basic info to back you up. |
