PM to be voted by people: Wenge
By FRANK RAI
A proposal will be tabled before the National Leaders Summit this week for the Prime Minister to be voted in by the people.
The Morobe provincial govern-ment, during the Tutumang (provincial assembly) meeting on Monday endorsed the proposal on the political and administrative changes, among other things the election of the Prime Minister.
In the proposal, the Morobe Gov-ernment wants the prime minister to be elected by the people and he or she would appoint his or her own ministers to run the country.
The Morobe Government also wants the current government system to remain but find ways on how to resource the local level government councils, the governors to be elected by the people and remain in the province and the regional seat to be brought back to represent the province at the National Parliament.
While briefing the Tutumang on the proposal, Morobe Governor Luther Wenge said the socio-economic conditions of the population had deteriorated over the years and it was time the country should critically relook at the system.
The public outcry of deteriorating socio-economic conditions calls for a critical relook at the system we have adopted and correct where the faults are, what the short falls are and why it is happening, Mr Wenge said.
By doing that we may identify appropriate remedial measures to correct the situations.
He said the reformation of the Organic Law on Provincial and Local Level Government was put forward to improve the system but instead the reform has made the system more complex and less capable to operate effectively.
Mr Wenge said the key features of the reforms were the complexity of political office holders, complexity of administration, complexity of legislation, roles and functions and balance of finance between the levels of governments.
He said the summit should seriously take note of the Morobe provincial governments position on the proposal and endorse it for further action.
