East Sepik is one of the least developed provinces in PNG.
The so-called Sukundumi has done virtually nothing, yet those dumb sepiks return him to Parlt every election.

PNG powerbroker snap up property

WHEN Papua New Guineas petroleum minister bought a Cairns McMansion in 2001, the deal was so quick and easy that the agent selling the property thought he was dealing with the wealthy owner of a coffee plantation.
Despite buying in the depths of the global financial crisis, William Duma didnt aggressively negotiate for a better price.
He paid $585,000 for the 330sq m, five-bedroom, two-bathroom home with water views after securing the services of a Cairns agent to do the deal.
I was thinking, where did he get the money from? It was all too quick and easy, says real estate agent Shane Trimby, who sold the property.
Duma was involved in a much more lucrative business than coffee. As petroleum minister in the government led by PNGs 74-year-old founding father Michael Somare, Duma is the countrys oil supremo. At the time of the purchase he was negotiating with ExxonMobils consortium to build a mammoth $US15 billion liquefied natural gas project.
As PNG looms as an oil-rich country verging on state failure, some of its political elite have been quietly building up assets offshore, coinciding with huge development of the countrys gold, petroleum and copper riches.
In the past five years, key political figures have invested $6 million in Cairns and Brisbane property. Some have their wives and children based in Australia and shuttle regularly between Port Moresby and Cairns.
Some of these politicians may have exploited an exemption in Australias foreign investment regime that allows non-residents to buy new properties.
In 2008, foreigners used this exemption to buy $15 billion worth of residential real estate.
PNG is emerging as an extreme case of the two-speed economy, with boom conditions in Port Moresby driven by liquefied natural gas and other resource projects, while the rest of the country sinks deeper into poverty and state dysfunction.
While proving ineffective at running the country, Sir Michael and his family have shown themselves adept at buying real estate and hanging on to power.
After a no-confidence motion back in July, Sir Michael suspended parliament for the rest of the year, and then agreed to stand down in December pending an investigation into allegations of misconduct. But PNGs grand chief still remains very powerful, with his son Arthur and other party lieutenants in control.
The push to remove Somare reflects growing concern among PNGs elder statesmen over Somares handling of important developments. The LNG project is one, but more controversial is Chinas Metallurgical Construction Corp nickel mine in the Ramu Valley, which has been given special concessions to dump toxic tailings into the sea.
An investigation on behalf of a major oil company found it cost about $500,000 in payments to landholders and other interests to get an oil permit approved. The company that commissioned the research decided not to invest in the country.
Another emerging concern is that vast tracts of rainforest are being leased to foreign logging companies in opaque arrangements involving corporate fronts controlled by foreign interests. As much as 10 per cent of the country has been handed over through these arrangements.
The Somare family made its first real estate purchase in Cairns in 2007, when Michael Somare bought an apartment in Parramatta Park north of the city for $349,000. The following year, his Australian-educated son, Arthur, minister for public enterprises, bought a home at Trinity Beach north of Cairns for $685,000. Somares daughter, Dulciana Somare-Brash, then bought a $425,000 Trinity Beach home, also in 2008.
The purchases by Somares children followed his return to power in August 2007. Arthur Somares home is listed under his name in the phone book and he returns there regularly.
A Somare spokesman declined to respond to questions about how these properties were purchased.
But Duma tells The Australian he was quite well off before entering parliament, having been a partner in the Port Moresby office of the law firm Blake Dawson Waldron.
I purchased a property in Cairns using my personal savings in Port Moresby. I obtained foreign exchange approval from the PNG Central Bank to remit funds to my Australian solicitors trust account, Duma says.
My Australia solicitors also obtained Foreign Investment Review Board approval before I could purchase the property. There is a clear paper trail showing the origin of the funds which I used to purchase the property. Duma says he declared the property to the Ombudsman Commission, which serves as the watchdog for leaders in PNG. But the commission does not publicly release this information.
Duma acknowledges there may be a perception that because I am the Minister for Petroleum and Energy, I may have received some form of benefit from ExxonMobil.
All that I can say is that I was a wealthy person before I became a politician. The funds I used were from my savings account.
Duma denies he was on the take and says ExxonMobil was very rigorous in its running of the project. They want to do it the ExxonMobil way -- very bureaucratic, very thorough.
Businessman Peter Aitsi, who heads the PNG branch of Transparency International, a global anti-corruption watchdog, says MPs are not required to tell the public about these purchases.
Given we have a general idea of the salary levels of MPs, this raises questions of how they have financed these purchases Aitsi says.
For the man in the street, this should raise serious questions. So lets make this information public.
SOME of Somares opponents, however, are also among the biggest property owners in Australia. Key opposition figure Mekere Morauta has built up even more assets than Somare from the profits of his fishing business.
Land title records show that Morautas Australian wife, Roslyn, bought a $3.6m riverside mansion in the Brisbane suburb of New Farm in 2008. This followed a $910,000 purchase of another New Farm property in 1999.
Former minister Allan Marat bought a Brisbane apartment in 1996 for $400,000 and then in 2005 bought a $240,000 apartment in Surfers Paradise.
Marat resigned in May last year after making comments critical of the nickel mine and the benefits for PNG from the LNG project. A spokesman for Marat his son Immanuel says the properties were acquired with proceeds from Marats Port Moresby law firm. Immanuel Marat says the purchases have been fully disclosed.
Australias anti-money laundering body, Austrac, declines to comment on any evidence it may have obtained on real estate purchases by foreign politicians from neighbouring countries.
A spokesman says secrecy provisions prevent it from making any comment.
While some of PNGs political elite are accumulating wealth, life expectancy is falling and infant mortality is rising as the government becomes increasingly dysfunctional, unable to deliver basic services to its poor.
The LNG project is also fanning conflict as landholder groups squabble over the spoils. Earlier this year there was as shoot-out at Port Moresby airport between rival factions of landowners.
AusAID says about 40 per cent of PNGs population lives in poverty, below the international benchmark of less than $US1 a day. HIV-AIDS is rising inexorably. The latest estimate is almost 100,000 sufferers 2.56 per cent of the population.
There is no evidence that Duma, the Somare family or Marat acquired their properties inappropriately, but the federal government has been pushing PNG to consider adopting an anti-corruption regime known as the extractive industries transparency initiative.
This program is designed to produce a set of double accounts showing what the government receives from oil companies and what the companies pay.
The initiative has in-principle support from 32 resource-rich nations, with PNG remaining a notable exception. East Timor, which only became independent eight years ago, has become the third country to fully comply with the demanding regime.
But Australias Oil Search, one of PNGs main oil developers for the past 20 years, is not a member of the initiative because the PNG government does not support it. Oil Search operates the Kutubu oilfield in the southern highlands and is a minority shareholder in the LNG project.
A spokesman for ExxonMobil says the company has never given any special benefits to Duma or Arthur Somare. He says there is no connection between their real estate purchases and negotiations on the LNG project.

Just returned from home lately and this is the news. Gabriel Kapris and his group are petitioning Sir Michael to contest the seat for 1 last time.

Sir Michael is reported to have asked Gabriel Dusava to stand in his place and he will endorse Dusava.

Peter Donigi wants to contest but nobody knows which seat. He still owes many village people alot of money during his failed vanilla business days.

The people of Wosera and Maprik want Allan Bird to contest the seat but no-one has seen him since 2003.

There are some other names being mentioned but they are not confirmed yet.

Allan Bird & Peter Donigi do not stand a chance in 2012. These two are a bunch of useless **** stirers who have no support in the province. Bird used the ignorance of our people in 2007 but Chief whipped his arse & he ran off to Madang & convinced Richard Maru to lend him millions to buy Dylup Plantation. He could'nt run the plantation but pocketed the money all the same. He is not a smart businessman as he claims to be but one of the smoothest talking con artist that ever walked this planet. Count Bird out as a candidate because he is a sly operator & could'nt run a trade store.
Peter Donigi is a facade and pops up out of the woodwork once every two decades & tries to impress the country with his charismatic legal opinions that sound like cargo cultism. His legal arguements are quite bizzare to say the least. For example, he believes landowners should own anything about their heads (including the sun) and any pile of dirt; rock; mineral that is under their feet including mineral resources. That is fine but to justify his arguement that the Government should not take custody of these resources on behalf of its people if full of crap and a publicity stunt for him in an attempt to contest the 2012 elections. The people of East Sepik will not be hoodwinked by these two idiots!

Allen Bird never bought Dylup Plantations or owned it.
If your many other bits of info posted, are as well researched as your comments regarding Mr Bird then no one can believe a word you are saying.
This raises the question of whose interest are you serving?

If the East Sepiks want a leader that will bring them out of the darkness and actually have some real development then there is only one person for the job. That is Mr Allen Bird. If they do not want him then I am sure many other electorates/provinces would welcome a man of his calibre to represent them.
Mr Bird is a asset that this country needs going into the future.

We Sepiks are too good boasting ourself and yet our own village living standard is very low, compare to alot of other provinces. What have we got that will attract the sepiks who are in Bulolo, kokopo, Rabaul, Madang, Kamkumun and so on to come home and establish a sustainable life style.

A good eg is the Election view of the Yangoru/Saussia elites and the wia people.The know how of running a Electorate in PNG is not there, as well as the people's general understanding of the role of the elected leader is missing. Not buying cars and boats and giving out cash handout, that is not sustainability for the years to come.

What have the Chief and the elected Sepik Leaders set aside for Sepik children and their children, Where is comfort in times of rainy days? eg... step in to revive, SPCA, SEPIK COCOA GROWERS, LUS DEVELOPMENT, URIMO CATTLE, SEPIK AG.COLLEGE, MAPRIK RICE,these were some of the very venues Sepik benefited and my School fees were even afforded by my old man through SPCA and Sepik Cocoa growers.
Why would my children face my upbringing hardship footsteps, Time has come to sail the sea permanently.

Mipla ol Sepik need to salim wanpla team igo lo parliament. We need a good governor interested in moving things bek home and we need to get at least 2 open MPs into cabinet. They all need to work together.

The Government financial allocation system is such that there is little development money in the provincial budget. Much of the money is given to line and central agencies under their budgets. This is why our governor will need 2 able ministers in cabinet to support him/her with cabinet submissions that will allow for projects to be funded for our people.

Suffice to say, even with Somare as PM these last 9 years we have actually missed out on tangible development because most of us are not involved in priority setting at the district level. The Sepik ministers in the current cabinet are actually interested in their own private agendas and have not supported Sir Michael to get projects done at home. This incluides Minister Somare.

I know this because I have worked for several senior ministers and Governors and I have had to prepare submissions for their provinces to get funds to do development work. This is how other provinces are moving ahead and we are not.

Looking back down the memory lane and one would see that it was our people the sepiks who were the labourers in Plantations that brought Provinces like ENBP to where it is now even WNBP.So the point Iam trying to say here is the sepik Politicians should all look into Agriculture as a forever means to make the lifes our people and their living standard improve. These produces will attrack revenue into the hands of the people in the villages, Eg was the Movie of the Vanilla that faded away.Was there a politician at that time that assisted in puting in a management criteria so that it can be seen continuing today, No, none at all, but they will come to the villages when the election time comes,maybe handing out few Oldman's potrait notes.Most of the developed nations in the world drag the chain to where they are now through the cultivation of their land which was fully supported by their government of the day.Look at ENBP it is the only province with the Highest Living standard, and that is through cocoa, copra and their past politicians all working together. My old man during his glory days was one of the labourers that did the hard yaka to what is now Pamalmal.
All the natural resources will run out, but what grows in the soil will always be replanted again by a simple Grade six droup out who will not need a unversity qualification to do that.
So lets look back to the coffee, cocoa, copra,rubber,na Maprik Rice,urimo Cattle, and maybe there are more. Here in Australia the Political Party that is belong to the Farmers, rural, country people is the NATIONAL party. One question I have here.

"Why is that in a developing country the same political figure hangs on to power for over 10 years, where as it does not happen in a develope country?" Please, with due respect to your listings for the potential candidates ESP Regional Seat for 2012, exclude our bubu Somare because he is due for retirement. couple with his current health, he is no longer fit to lead people of ESP again. Think of vibrant leaders like Peter Donigi, Valitine Kambori and and list goes on (am not supporter of anyone of them).

Potential candidate for the East Sepik Regional Seat

In the event the Grand Chief announces his retirement himself, there should be a province wide search for his replacement. The criteria premised on sepik spirit(sepik fighting spirit)status, stature, well grounded learned person with wisdom to lead and develop the province and country. Someone who can bring forth change to see more economic activity in the region. A younger person in the likes of Arthur Somare and Allan Bird are my choice for a regional member.

Charles Mabia, I fully agreed with your comments. Sepik needs to heavily bank on young leaders to bring change to the entire province. Young leadership who have vision of change with intellectual capacity and broader knowledge is needed to bring developmental changes to wider Sepik province.

Old fashion of leaders should take the back seat but play advisory roles with young leaders to move the province forward. There is no room for old leadership in a fast changing world since Papua New Guinea and East Sepik are part of the global society. Languages and tactics used in the modern political world is fast changing, Sepik need young leadership with vast experience to speak political languages, provide clear development strategies and implement changes in the entire province.

Apart from Sir Michael Somare likely to be retired from political life, the proposed list of candidates such as: Moses Murray, Greg Maisen, Peter Donigi, Alfred Jambram and Paul Wanjik are old timers. They all should be well served in their current respective positions and support young potential candidates in the coming election.

Allan Bird stands out to be the only eligible candidate who matches the current trend of modern political leadership. Another candidate (Roberts David from Numbo LLG), whose name is floating around and rumours in Sepik who would be another candidate to consider.

Sepik needs change and with new beginning. Sir Michael Somare has done alot in his chapter of leading Sepik politically in all fronts (provincially, nationally, regionally and globally). Given Sir Somare's medical condition he is likely to retire from politics. With great respect to Sir Michael Somare for what he done for the province and the country, its about time young leadership is require in the province to carry on from where Sir Somare has left.

Sepiks can talk about focusing on electing old-guns, but given the global trend in political, social and economical world, Sepik needs young, vibrant and intellectual leaders to move Sepik into the new erra of political journey. Young leaders should be full of energy and enthusiasm with visionary to foresee the global, regional and national changes to have positive changes in the provincial levels (eg; LLGs and Districts) of the Sepik.

I read your posts and it is interesting. While people like Moses Murray, Greg Maisen, Paul Wanjik and PEter Donigi are already running around creating awareness Allan Bird is not.

I saw him in Tang Mow cash and carry last Saturday with his family, very humble, walked in said hello to all the people gathering around him, did his shopiing and went home.

I asked him if he was contesting and he said he has not given it much thought. Any sepiks out there know whether he will contest or not? Plis toksave.

My people will vote for him if he does, sapos nogat, ating mipla bai vote lo Moses Murray.
