THERE is no vacancy in the post of the Southern Highlands provincial administration, administrator William Powi said.
Powi, who just returned from an urgent medical leave, said that he was the legitimate provincial administrator and warned Governor Anderson Agiru to leave his province and his people alone and not to play politics with the public service machinery.
He said this after Agiru conducted a night provincial assembly meeting in Mendi, Southern Highlands, over the week to make several acting appointments to the provincial administration and the provincial government, bypassing procedures of appointments.
At the meeting, provincial administrator Powi was replaced by Ambi Keleli, the provincial deputy administrator, provincial treasurer Simon Tomba was replaced by Kevin Pruno and member for Kagua-Erave James Lagea was appointed acting Governor of the province.
Powi said that Agiru and the provincial executive council did not have the powers to appointment a provincial administrator or a provincial treasurer and therefore the acting appointments were illegal and he remains as the provincial administrator.
He said only the National Executive Council had the powers to appointment a provincial administrator while the Department of Finance and Treasury had powers to sack and appointment provincial treasurers.
“There is no vacancy and I’m the legitimate administrator. I was on four weeks medical leave to go for medical examinations and I’m back to resume my duty as administrator until the NEC replaces me, not Agiru or his PEC.
“Agiru should leave my people of Southern Highlands alone and concentrate on improving his Hela province over the next four months as he has a lot on his plate to do.
“As the champion of Constitution, he should follow procedures and processes as per the law and not play around with young leaders and public servants of Southern Highlands.
“Stop creating chaos and instability in the provincial administration and the community. You should be concentrating on creating better Hela,” Powi said.
He also warned Agiru to stop collecting internal revenue cheques belonging to the provincial government and carrying them around.
“By law it is my duty to collect cheques and expend them according to the budget.
“He should not abuse the processes.
“He should not try to exercise powers that he does not have,” Powi said.

Powi resign & go home to Nipa as you've not delivered.
Powi is the worst provincial administrator of this country. Try look for a job in the private sector & you'll see how it's like to be an employee.

why talking about Powi? he has done nothing for the province... he term has also expired. NEC must appoint the provincial administrator. we cannot depend on this acting PA... someone neutral must be appointed....
Merit be the basis for all appointments including SHPPA

DPM. CACC,PSC, PEC, NEC are all authorities exercising various degrees of authorities in appointment process of the SHPPA. It is now news that PSC removed three of the top contenders and replaced with persons with no track record or experience in senior level employment. One of these didn't even made it to the short listed for interview but is among now the PEC preferred candidate for the SHP PA. This is broad day corruption. Anyone person or group undermining and forcing their way through corrupting officials in the process are desperate person/s determined to get their hands on the coffers of SHP knowing the LNG is coming into production soon. WE CAN ONLY IMAGINE WHAT THEY ARE OUT TO DO. God save PNG if we can ordinary people can tolerate and allow such people with no proven experience or qualifications to get in to positions of responsibility when they have just demonstrated their true colors by corrupting the merit based process. What a joke for the so called merit based process. SHP belongs to the people and so does the resources, not for corrupt persons be it bureaucrats or politicians. Powi has not delivered.

The sad reality in SHP is, leaders are do not know how to start anything. The budget is too big for their imaginations. It blankets their ability to think clearly and maximize benefits with limited resources. It is a very sad psychological problem.
The leadership roles they hold is honorable, they actually service a common man.SHP administrators and MPs should take a trip to places like EHP, ENBP, Milne Bay and NCD. The public servants love their their jobs because they feel they are implementing a public task for the benefit of the public.
SHP, the public servants have no drive and no responsibilities because the leaders are not sure why they choose the roles they hold. They did it to satisfy their own need.
William Powi and friends need counseling since it is now a bigger problem to deal with.

SHP just needs right Governor and Administrator combination. Two people who can lead and seat their bottoms at the HQ and call the shots instead of remote control. We just don't have that luxury with our present ones and imagine if we elect leaders with no imagination at all but imaginations that are reduced to cash handouts.
