Response to Techs that work vs Techs that do not

I have been told that Mr. Parker put in some techniques that "did not work", meaning they are basically nonsense and the reason for this was to see if anyone would challenge him on it, thereby stepping up as a leader of the system instead of just a follower. I was also told that nobody ever did. I don't know if this is true or not.
