A technique is a procedure used to accomplish a specific activity or task:

That's the definition of the word "technique".

There are basics to shooting up, get dope, get it in liquid form, get dope into syringe, inject into vein, get high. What you described are procedures of each person, but the basics will make the technique, and each person will have their own procedure.

In the context of martial arts, basics of each style will be used to make their techniques. While other styles may lack the Panache and logic of Kenpo, their techniques are still "one basic followed by or compounded with another".
