virago 535 96 engine

I've just bought a Virago 535 (96 N Reg) from a dealer in London but the engine casing has been sprayed silver (the dealer said this was normal). Is this true, if not how do I remove the paint and return it to it's original finish? It also doesn't want to go above 70 miles/hr even at full throttle? Any clues why?

Two most often quoted suspects:

1. The engine has this wonderful (not) 33 bhp restrictor or

2. The diaphragms on one or both the carbs is damaged and will need replacing.
