xv1100 1990 electrics

I am restoring a xv1100 and think it is an import, problem is when I turn ignition on and press start ,the head/tail and clock lights go out until I let the start button out, then they come on again.
Is this a fault or is it supposed to happen also there is no on/off light switch fitted to this bike only a hazzard light switch ....ok thats it
