Not used mine for 5 years, but what I remember (sorry if the terms are a bit washed out);
and based on what you wrote it can be several things:
Checklist
1. Each sample have a set of properties.
2. Layers properties,
3. Instruments properties,
4. Track properties,
...exclude (5. Global properties)
If you copy within an instrument and same layer from f.instance c4 to c5,
it should work (with a simpel standard setup),
and sample range should split at mid octave using same properties/ sample presets.
You should check range of sample anyway and how velocity is setup to work (is it drum mapped?).
I also often messed with the filters,
forgetting the envelope presets often zeroed sound output.
Also check layer properties to see what range and cases it works at ...
However if you copy from instrument bank 1 to bank 2 you have several things to check,
though by copy sample data it should be working.
The more I think about it the more it can be..
Have you made the sample / instrument your self ?
If so, what have you messed with ?
If not, try loading a simpel original sampel and copy it to see what happends.
