Normalizing gain will only produce a noticeable effect when you use it appropriately. Say I whisper something into the microphone for a sample. If I normalize the gain for my whisper sample, it will boost its levels to make it more audible. If I sample myself speaking a bit loud and try to normalize the gain on THAT sample, I probably wont notice any difference because it's levels are already at an acceptable level.

There's nothing wrong with what's happening. Normalizing gain only has noticeable effects on soft or quiet samples. If you still want to boost the levels of louder samples, you can turn a BOOST on for each individual sample you make. Hope this helps.
