I am triggering a rackmount ASR-10 from an MPC60ii and no matter what i do, the ASR always plays notes at full velocity. The MPC is not set at "full level". Is there a setting in the ASR which enables triggering the same wavesample at different velocities?

I recommend reading the manual.

In short, you should go to Amp -> Env, where you can choose from many different velocity curves and adjust them if you want.
