The USSF advise to referees is not applicable to this descussion. European reffs dont care what the USSF says. Reffs in europe have a little more flexibiltiy to admiminister the laws. Law 12 states that any deliberate foul that is commited to stop an opponants attacking play MAY be cautioned. There is your answer.
