Most small weekly and / or monthly operations contract their printing out to a web press printer. If you look in your local phone book, you're sure to find a printer who can print your newspaper tabloid.
Most printers are very helpful and will answer all of your questions. You must remember that you have the power.Why?...... not everyone is starting a newspaper everyday and competition is very tough among printers. As a matter of fact I've seen several printers go out of business in the last year.
When I first started, I did all the graphics work my self. Now, I have a part-timer do it for me along with a sales guy. It takes time to build to that because the newspaper business is profitable but tough!!!!
I would start at home to reduce overhead expenses. If you do that, you only bills would be the cost of printing and your gas to sell ads. You can start doing your own distribution and later hire a distribution company.
