Will this FREE strategy work?

I'd love to hear your thoughts on the following strategy...

I've developed an ebook and I'm considering partnering with website owners in my niche, allowing them to give my book away FREE as an enticement to gain new subscribers to their sites. All I would ask for in return is a small compensation per download (e.g $0.10 - $1.00) depending on volume.

The downside to this strategy is that I wouldn't be doing any list building, unless I can figure a way to back-end it somehow. Also. I'm a little nervous about making my book available for free when it sells for $19 on my own site.
