Why the mailing of the application?

Just curious.

In the manual you mention that you mail them the application, then wait for it to be returned?

Is there a reason you don't just take the application info over the phone?

I assume it is sort of a "qualifying" step, as those not geniune won't go through the process, but I just want to be sure.
