Although Prinz Eugen were not allowed to wear standard runes there WERE exceptions. I just browsed my Osprey guide which shows a picture of an Eugen Sturmbannführer wearing standard runes. Still, that´d have been extremely rare and I too am quite sure those guys in "im Bild" are from Nord.
