No it won't. I've done it. A balloon filled with acetylene will just burn up quickly in a big fireball but no explosion will occur. If you also add oxygen to the balloon then maybe, but you'd have to have a really big balloon with oxygen added to blow out a window 20 meters away. Any gaseous fuel in a spud gun is relatively safe and clean, it's when you up the oxygen concentration above atmospheric by using extra oxygen that you have to worry. Too dangerous IMHO.
