Uh-hu! And like, Apples and Oranges can't be mixed, right? WHAT DO YOU THINK FRUIT SALAD IS?!?!? *smile*
The "trend" mention CANNOT be explained by apparently BETTER GM's "trading" a lot! Sometimes it certainly doesn't HURT! But it's instead a result CHRONICALLED for posterity already - which has SOMEHOW slipped your "objective" mind:
The "trend" is a result of the inherent FLAW of HLS2 and rerating... Simply - The RICH get RICHER and the POOR get POORER. That's it in a nutshell, and it's SO BLOODY OBVIOUS, I have to laugh at your suggestion to the contrary.
THIS is why procedures such as variances in protection spots / waiver drafts / bonus camps / etc. were created. NOT to balance the league between GOOD GM's and BAD GM's. (though certainly, the poorer a GM you are, the harder it's going to be to succeed at ANY endevour within The NSHL).
