Hey Tony, that is good to know the LAV are primed in white.
That being said, I don't recall any other LAV showing that degree of wear (white chips), which still leads me to believe that is an ex-UNMEE that has been repainted at 2nd line. The CFR plate fonts look funny on that one too. Looks like someone left the printer on the "bold" setting!
