Yup, pretty common for law enforcement to use a type of skateboard tape and/or a slide on rubberized grip over the regular pistol grip.
It works well for smaller hands. Lots of guys do it as well to assist in a faster draw and gaining muscle memory when shooting. It looks like she has a single or double retention style holster but hard to tell with just seeing the upper portion.
