I need some answers on the legality of American Pitbull Terriers in Ohio

I need to get the legislation for Richland County for Pits and find out where in the hell I can get a $100,000.00 bond for a pit? Every insurance company I have called says "Absolutely Not", so where do I get this coverage? It is hard to try to be legal and noone out there is willing to give the appropriate insurance.
