Did anyone go to the party in the park with the fountain and have there promises kept

What does that mean?

I'm curious to what it means, also. I went back over some earlier posts to see if I could figure it out. No luck. I knew I shouldn't have thrown away my secret decoder ring.

I think it meant that all the people DiLasico made promises to , I guess he wants to know if there going to get them or not
