Response to it doesn't negate what he was saying

This is really simple. They offer more scholarship/assistanceship money to students that might not attend otherwise than they do to the students who are going to enroll whether they get financial aid or not. Yes, this is a recruiting tool, and no they don't use it when they don't have to.
