Did they tell you how this occured? I wonder if they were doing the CEL fix and something went wrong. I have no idea about why they wouldn't have the part but I think you raise valid points. A call to Honda would be my next action if I were in your shoes. At the very least I hope they gave you a loaner (I'd ask for a V6 Accord coupe myself).
