LOL...I think you'd better say tone...

the reason that the actor [Roberto Escobar] struggles so much whenever he enunciates a word or phrase is because he is a Cuban trying to hide his Cuban accent. In other words, he probably has a HEAVY Cuban accent [think Desi Arnaz] and the director probably told him to try to tone it down a little because he's supposed to portray a Mexican-born character. As for you not liking the character, I completely understand because he leaves much to be desired. But try not to confuse the actor with the character. I have no idea if you've met him personally [maybe you had an unpleasant run-in with Mr. Escobar?] but since I have never met the man, I have no idea whether or not his personality matches the role he plays. He must be doing a good enough job if you despise him so much! :]
