That has not been our experience at CFS, but then again, you pretty much played your hand when you said which other clubs you were considering. Both AFU and NASA are not really options for top level boys players above U12 or U13. My guess is you are one of the parents that don't get your way and have a hard time facing the reality about your childs true ability. Having been at CF for two years, I think the OP is right on. They are not going to bump your kid up to a higher level team unless they are Better than the players that are already there. Have you asked to go to training with the other teams, or are you just sitting there waiting to get the call. WHy don't you call BM and tell him your son would like to trainwith a higher level team. Our son does this all the time, but hasn't gotten to play with them because he is not better than them. But training with the better team has made him a better player. If it is so important for your to have your son on a "top" team, maybe the drive from PTC to AFU is worth it for you.
