Should the NCAA impose restrictions on the number of foreign born players?

It seems to becoming more common for players from Europe who didn't make it to the professional level to seek a college scholarship. Some of these players are in their late 20s competing for spots against 18 year old kids.

Not to mention most of the money for scholarships comes from state funded schools.
I have heard that diversity argument, but a limit on to the number of foreign born athletes will not prevent some diversity. This will also allow more American players at the next level that in turn could help the national team pool.

p.s. I am not racist. In fact I am first generation US born with immigrant parents.
