Sleeping with the Enemy

I am intrigued by the use of this term "cultivate" which we hear in several different episodes. In Blackout for example, a still-groggy Kelly tells Scotty that his assignment was to "cultivate" Zili Markova. Scotty asks him how and Kelly replies, "By any means necessary." A little while later, Scotty gets under Kelly's skin when he says that Kelly's assignment was to "make love to (Zili) on orders from the department." Scotty asks Kelly if he took Zili to a hotel after the ballet, but when Kelly bristles at the suggestion, Scotty argues, "What is the usual Kelly Robinson procedure?"

Is "cultivate" the I Spy euphemism for sleeping with the enemy? And is it assumed that once a female agent is exposed to the Kelly Robinson's endless charms, she will be putty in his hands, unable to withhold her country's secrets from him?
