I've never seen PSYCH - but from what you wrote, it certainly sounds like someone, somewhere on that show was very influenced by "I SPY."
I looked up PSYCH on IMDB, but none of the names seemed connected to "I SPY" ... but that doesn't mean they weren't fans.

Television is one powerful influence.
